Well, putting aside for the moment the argument over whether or not this should be allowed, it's definitely not a bug. Sites have specific "migration paths", which are a reflection of which off-topic questions actually get asked. Stack Overflow used to collect a lot of tech-support questions and some sysadmin questions, which now belong on Super User and ...


We've adopted this with very little fanfare, and it seems to be going fine. There indeed aren't too many questions to move. (Posting this just to have an answer so Community won't bump it.)
